What age do dragons start to fly?

Depends how fast the dragon in question grows.

Dany's dragons started flying after less than 6 months of growth, though I think their growth was boosted by the Red Comet.

Honestly, the age which a dragon starts to fly is not a very common benchmark because it varies wildly depending on the dragon and circumstances. More people use the age which a dragon can accept a rider as a benchmark, because when the dragon can carry a rider, it usually means that it's of some size.

To the OP. 

Shouldn't the question be "When can the dragon take rider?" I assume the baby dragons fly like chickens till they start breathing fire and hunting small game. But they fly. 

They can take riders when they grow to the size of a medium horse I guess.
