The women and children and all the men too busy to travel to the meeting would survive, they would hide in the mountains, and soon or later you would have a new generation of very pissed Mountain Clan warriors viciously attacking the Valemen... Servius Sulpicius Galba and Lucius Licinius Lucullus tried that against the Lusitanians in 150 BC, and what the Romans got wasn't the defeat of their foes, but the beginning of the Third Lusitanian War, the most violent and bloody one (the Lusitanians didn't ask for peace terms even after defeat, and didn't offer them after victory either, since they no longer trusted the Romans and refused to speak with them ever again), under Lusitanian leader Viriathus. Anyways, I suspect there won't be many Mountain Clansmen after the next winter. Not many Valemen either, most will starve during winter unless they migrate to the coastal settlements and eat fish...
