He rode the biggest known (at least known by us) dragon ever, and him never riding a dragon again made him showing that no other dragon matches the Black Dread, and would make him feel the way he felt when he rode Balerion, I think. This is written down in FaB. Tho I agree with @Lord Varys on that George should've give Balerion and Viserys more time, because a year not passed after Viserys rode Balerion, and the dragon died.
