Stark vs Bolton lands populations

Is the population of the Bolton lands larger that the Stark lands or does Roose Bolton militarized it's population since he able to leave 600 trained men at arms as a garrison of dreadfort while taking at least 3000 thousands south with Robb since there were 3500 bolton troops including some karstark troops in red wedding and thats not all his troops just the garrison of dreadfort and the troops had raised to move south?

Keep in mind that the Starks were losing men from the beginning. First there's a sizeable contingent of guards going south with Eddard, and we know what happens to them. Robb then musters an army in haste, so we can assume that a large part of it is made up of the men sworn directly to Winterfell, since they're the closest ones. He wouldn't really think about leaving a large garrison back home, nor did he suspect the Boltons of planning treachery (I have a feeling that Roose didn't announce his 600-man garrison. Besides that, there's also a bunch of Stark men mustered and combed together by Rodrik Cassel when he marches on Torrhen's Square, and then later besieges Winterfell. I'm not sure what those numbers are, but I'm fairly sure that the Starks are at least equal to the Boltons in strength. Manderly will presumably have more than either one of those houses, since they have the advantage of the city and some of the best land in the North.

Technically, the "Stark lands" are the entire North, so obviously they rule over a population greater than the Boltons. The Boltons surely have a feudal structure of bannermen under them (they were kings, after all), so we should not confuse the population that is directly controlled by you with the ones that owe you fealty indirectly through different layers of intermediate lords.

For instance, the lands of houses Glover and Tallhart are probably what we could consider as historical Stark lands. They are very close to Winterfell, their rulers are not even entitled to the lordly title, they include the Wolfswood, and Ned is ready to dispose of their men at a moment's notice when he needs to fortify Moat Caitlin in AGOT. Other lands of lords that are very close to Winterfell (such as erwyn) could fall into the same category of lands of Stark rule that are just ruled by local administrators with very limited power.
