It was too late.  The Lannisters were already in the city.  Tywin could send as many of his men as needed to get the job done.  It is heartbreaking but the deaths of those children are casualties of power changing hands.

Not really. Tywin had them killed because he wanted to get in good with the new regime. If Ned had gotten to Kings Landing first, he would have ordered them to be kept safe. They died because Tywin is an evil peice of shit, not because of power changing hands.

Both of those reasons are valid. Tywin wanted to suck up to the new power which was due to take charge, and he was evil enough to kill children in the name of furthering that goal.

Which begs the question of how Tywin reached King’s Landing before Ned.

Tywin was supposedly coming to help Aerys. That would have allowed for swift movement. Tywin could have moved quickly without fear of attack and the crown loyalists could have let him proceed unhindered. I'm sure Ned was pushing to get to King's Landing but he still had to worry about scouts, potential ambushes, harassing attacks, protecting supplies, etc. The differences could have been enough for Tywin to get there a little ahead of Ned.

The rebel army would be resting after the Trident. Tywin Lannister had already gathered his swords and was waiting for a winner to emerge.

I expect he marched out as soon as he got the news.

They were actually casualties of Tywin being a dipshit. As many have pointed out, Elia's and Rhaenys's death were completely gratuitous, and even with Aegon it might have been better to spare him so as to control the head of House Targaryen (pun not intended)
