Excuse me? Joffrey was just reacting? Was he "just reacting" when he ordered his men to bring him Ned Stark's head? Was he "just reacting" when he sent an assassin to open Bran's throat? You are trying to justify Cersei's actions. Robert was bad, but he's nowhere near as bad as Cersei. 

 

Cersei: Kills all of Robert's bastards she can get her hands on. Makes an enemy of the Iron Bank. Permits the Faith to arm again and become too powerful. Installs a council of idiots, lickspittles, and fools

Robert: Is an idiot. Permits the Crown's debts to run rampant. Permits Cersei to run all over him. Drinks and screws and eats everything possible. Orders people to kill Dany. That's bad, but not as bad as sending gold cloaks to kill a baby and her mom.

The lion cubs did nothing wrong. Well... Tommen and Myrcella did nothing wrong. Cersei is probably going to die at some point and she’s earned that death for her many misdeeds.

Tommen and Myrcella didn't do anything. Joffrey deserved what he got. Cersei deserves what she's hopefully going to get.

He was a minor being used and influenced by adults around him. Littlefinger used him to kill Ned,

Bran assassination attempt was Joffrey being the little shit that he was, but not even close to the major reasons for the war of the five kings.

Abusing Sansa was he reacting to the defeats the Lannisters endured. Not justified, completly pointless stupid and cruel, but not the cause of the war.

Cersei and Jaime are the most responsable for the war, their actions lead to the conflict. Littlefinger and Stannis comes next a they could stop it before it started, but chose not. Tywin, starting the agression, Ned failing to listen to Renly and Catelyn arrest/kidnaping Tyrion are all more responsable for the war then anything  Joffrey did.
