Which fictional character  good guy or villain  would makes the best chief of intelligence for ned stark if he wanted to chose a loyal Northern version of master of whispers specially to match wits with people like baelish or varys and monitors vassal like Bolton or prospective enemies like Tywin lannisters or cersei lannisters ?

Hercule Poirot was my first thought.
Abbé Faria from The Count of Monte Cristo was my second.

Herc would be to delicate for the North. Faria as a Maester could work.

Next I thought what whispers are there to hear in the North? Only White harbor and Barrowtown. The most interesting place would be the Three Sisters. A Mercer company of crusty old hedge knights that had success as sell swords in their youth. With cargo ships to travel and gather info.

Or a retired Hedge Knight turned Innkeeper. His  sons as barkeeps.

The position would require a man to have many field agents. Either that or spread word by bards of coin for information. A secure form of communication and the head organizer to compile, sift and see what’s pertinent and actionable. A lord should be doing this by hosting and guesting. A Lords skill in gossip would be a key responsibility for any dynastic House.Movement towards Opportunity
