Mrstrategy
Assuming the blackfish or someone else with strong charisma try to rally the smallfolk and noble houses of Riverland specially those who don't have family member held hostages by freys/lannisters,how many men could that person or persons rally from the Riverlands ? It seems the Blackfish was able to rally hundreds of men to retake and hold Riverrun as seen in the parley between Blackfish and jaime in gane of thrones episode
Makk
He never retook Riverrun, it never fell until he abandoned it later at Edmure's orders. The remaining men would have largely been the normal garrison plus as many as he could gather and feed before they became besieged. I can't really put a number on how many he could raise. I got the impression that those at the Red Wedding were largely those Robb was taking to win back the north, I would imagine a larger number would have been needed to actually defend the Riverlands from the Lannisters and allies. Some would no doubt return after/if they won back Moat Cailan.
Lord Lannister
Things like logistics, demographics and the economics that sustain such things are largely plot dependent. You can debate it around in circles, but the answer's going to be whatever number Martin pulls out of his hat in the end.

The Blackfish on his own will not be able to do this. Taking back the castle would accomplish nothing permanent. House Tully lost. River Run has been legally taken away from Edmure and the Tullys. Blackfish is an outlaw. The first people he approached would take him to Lord Walder for a reward.

So if all mighty creator of Westeros wills it status of Freys as legal owners of RR could disappear very fast. Reason for that is that all available forces of IT are just now needed to fight against Golden Company and Ironborn and so Freys would get minimal support from IT if those unhappy people start rebellion against them. Or that possible rebellion would have a good chance of liberating RR and even wiping out house Frey.

So would Dany get zero support when coming back to Westeros since house Targaryen lost, the throne has been legally taken away from Aerys and the Targaryen and she is an outlaw? would the first people she approaches take her to king Tommen for a reward? Or better yet, did any of it happen to the Blackfyres? no.
