Maybe said recurring villain could be a survivor of Prince Garin's victory at Volon Therys?

That, or some Valyrian or Volantene who lost all his family to Garin's Curse or something along those lines. I'd make one of the Volantene triarchs the true villains of that story - he would be the one pushing for war against the Rhoynar and then drag Valyria into the whole thing through family connections he has with a powerful dragonlord house.

The only way the survival of Nymeria and her people can make sense if the Freehold as such isn't all that invested in the Rhoynar to begin with. They did their piece when Garin threatened to destroy Volantis and all the other Valyrian colonies in the region, but they were not the ones interested in destroying the Rhoynar or enslaving their people. If they wanted to destroy them completely then they could have used all their assets to track them down. Not to mention that they could have very easily conquered Dorne after the Rhoynar had landed there.

Nah, the fans love mass-murdering girlbosses. It’ll be portrayed as her smashing the patriarchy.

Mass murdering?

Of course, one would also need at least one Valyrian (or preferrably Volantene) villain determined to bring down Nymeria for some reason (which should not be in line with majority view of the rulers of Valyria), so that there is tension and the ships are not just troubled by various locals, etc. but also constantly on the run from pursuers.

Great, so we'll have some Valyrian thinking along the lines of  "You do not steal from the dragon, oh no. The dragon remembers."?

That would be ... very odd. The point of such a show would be to cover the destruction of the Rhoynar and then the journey of the survivors to a safe haven. Anything else would be weird.

I guess such a show would start with introducing the cities of the Rhoynar, Volantis and the Valyrian colonies along the Rhoyne, their animosities and previous wars, and then start with the escalation of the final war. That could be 1-2 seasons, with the later journey being covered by later seasons.

It wouldn't work if this was just 'the weirdo people/place of the season/episode arc' formula - meaning Basilisk Isles, Sothoryos, Yeen, Summer Isles, and so forth.

Finally, the show could end with a proper introduction of Dorne and Nymeria and Mors Martell conquering and uniting the place.

It depends what they see as the story being. If they the story really being about the flight of the Rhoynar, they can elide the war that preceded it, especially if they don't want to spend too much money upfront. This is like BSG when plenty of interesting, epic-sounding stuff happens before the show itself, but they start with the exodus and in some cases did flashbacks later on.

On the other hand, if they want to draw the story out to a reasonable length (3-4 seasons) then it does make sense to have the Rhoynar conflict taking place on-screen, even if you telescope it down to the pilot and then have the flight.

I do think with all these spin-off shows, they're envisaging short-ish runs. I don't think anyone is expecting them to reach the 8 seasons of the mothership show.

At least this time, with a female led-cast and the action taking place in the three continents, they won't feel need to mess up the source material to make room for a more diverse cast.

There were enough changes in the original show to establish that showworld is its own universe. Nothing is ruined. And I bet there will be POC Valyrians in this show as well, and the protestations will be muted since HOTD will be on for a couple years by the time this one airs.
