They are not showing honour but the caution that an animal or a human would show before attacking a new foe. Oh quite possible and in fact, I think they did size him up but it started before Waymar even raised his sword high. We can't know about their eye sight since their armor is "camouflaged" whereas Watchmen wear all black in white snow so easier to spot but their senses are overall better than man this scene suggests.
