Still pretty sure that that is Shaiel/Tigraine, and so the Aiel ways aren't going to be quite that strong, and in any case I think if it's life-or-death an Aiel won't just give up because the veil has been pulled off. It probably does mean one's acquired some sort of toh ... if it's another Aiel you fight and kill, but you don't gain toh towards wetlanders anyways.

And I expect she starts veiled but it gets pulled down during the fighting.
