Can you make a list of the most evil characters from the world of ASOIAF?

 There is a trope created by TV Tropes called Complete Monster (aka Pure Evil). It is used to describe the most evil characters from a certain fictional universe. You can read more about the trope here.

 The most evil characters according to the definition for this trope are (in no particular order):

1) Joffrey Baratheon

2) Ramsay Bolton

3) Gregor Clegane

4) Craster

5) Rorge

6) Maegor Targaryen

7) Tyanna of the Tower

8) Ulf the White

9) Hugh Hammer.

 Euron Greyjoy could eventually join their ranks but so far he hasn't done enough to really stand out, so we will have to wait and see for him.

 What's your personal list of the most evil characters from the world of ASOIAF? Do you agree with this list or not? Let me know in the comments.

The only questionable ones on there are Maegor and Craster. Euron is definitely up there at number one. The Forsaken proves everything.

Could you explain why you think Craster and Maegor are questionable?

In Craster's case, if it's because you think that his actions are not bad enough compared to those of the other characters, I don't agree. Craster raises his own daughters to be his sex slaves and routinely rapes them and he also sacrifices his own sons to the Others.  That's very bad even by ASOIAF standards, not to mention that Craster also lacks the resources of other characters to harm people on large scale. He is just an old guy who lives in a house in the middle of nowhere and despite this, he commits mass infanticide and mass rape on his own family.

Ok maybe not Craster but I feel like Maegor is really misunderstood. He is twisted into a sense that he should be the heir by Visenya who is a power-hungry woman. He also fails in aspects of masculinity like not being able to father a child nor making friends. He seems to just want friends and maybe even a son. But he is twisted into a monster by Tyanna and Visenya. If you notice, after Visenya and Tyanna's death, Maegor seems confused and sluggish almost as if he was enchanted by them to act.
