To not put too fine a point on it but I think these casting changes are meant to rather underscore or circle the points that George is making.

1. Alicent being directly his daughter's age means that 100% she's going to be:

Miserable in her marriage with Viserys and is only doing this because of her father's command. An older Alicent might either be theoretically willing to marry a older man of her own volition and/or seeking power on her own.

2. The Velaryons being black has the casting point of making it MUCH MUCH clearer to the audience:

That there's paternity to Rhaenyra's eldest children. Its still theoretically possible they're Laenor's children (which is something that is so in the books as well) but if they'd just been brown haired then people would have been a lot less incredulous in-universe.

I added spoiler boxes because I just remembered that now with 10,000,000 viewers we're going to have a lot more spoilers for new audiences.

I think it allows her to be taken a little more seriously oddly enough. Alicent scheming against, say, a seven year old Rhaenyra just makes her look like a fool.

I agree with this take however I think they could portray it in another way as well (I think it's not a spoiler to say who Alicent marries , wasn't it in the introductions? but I'm gonna use spoiler box anyway!)

I agree about this too . this certainly prevents Alicent to be a Disney evil step mother right from the start . 

while I wasn't hating the idea of Alicent and Rhaenyra being friends at the beginning , I wasn't so sure if they could actually be best friends since sure by default daughters of the most powerful men in the kingdom would share a bond if they are close in age but to make them best friends?... fortunately , in the first episode it seemed as if they are more of friends of circumstance than anything else .not to mention ,Alicent seemed obligated to follow Rhaenyra ,for example when she clearly is furious that Daemon just knocked off her brother and still she manages to keep herself together and follow Rhaenyra when she goes o talk to Daemon (Otto's advice to keep her around power for sure)..she could potentially be over the top when she finally outranks Rhaenyra! anyways , it's too soon to tell ...

she didn't scheme but , how can one become hostile enemies with a kid who has accepted their position from the age of 9? she had every opportunity to win Rhaenyra over over the years , yet she clearly went in another direction right from (I'm guessing) Aegon was born

I mean, she had no realistic hope of getting a son on the throne without Rhaenyra out of the way or Viserys rescinding Rhaenyra's status. Doesn't matter how nice she was to her, it's not like Rhaenyra was going to volunteer to abdicate because her stepmother was so awesome.

Yes and the obvious solution of dynastic marriage was torpedoed by Rhaenyra's marriage to Laenor then Daemon.

well , she did try to wed Aegon to Rhaenyra at some point which was denied because Aegon and Rhaenyra didn't get along . I still think it would have been logical for Viserys to push Laenor marriage to appease Velaryons but Rhaenyra herself may have wanted to make Aegon her consort or marry Jace to Haelana if her step mom was so awesome . and more importantly Alicent wouldn't have to be worried about her precious influence at court after her husband's death ,whether Rhaenyra ascended the throne or not.

Yeah, the problem is Aegon is a piece of crap even without his mom.

Also would have considered himself King.

kids don't turn into shit out of the blue . and he would have only considered himself king if his mother put that in his mind which was the situation that's written in the books but we are talking about hypothetical .

To be fair, there have been many children who have grown up to be complete crap even with perfectly good parents.
