Which followers house Stark will have once its back in power ?

Which followers whenever they are lords, ladies, other nobles, bastards, chieftains, knights and other subordinates do you think that the Stark kids will have once they have reclaimed their home and rulership over the North ? 

Who do you think could serve as their advisors, condidantes or second-in command in terms of military matters ? Which lords and ladies may serve as advisors or members of their decision circle ?

Which ones do you think should have a big or at least truly meaning role during TWOW and ADOS ? Who do you think shall be genuinely close and trusted to the Stark kids ?

Each other. The Stark kids will be each other's advisors and agents. Otherwise, they need to maintain a certain distance even from their most devoted bannermen, because Houses Manderly, Umber, Glover etc. are all independent actors with their own interests and concerns apart from whether House Stark thrives. That's what Catelyn told Robb in AGoT: his bannermen are his subjects, not his friends. That said, members of House Manderly or House Umber and others would be a part of the Starks decision making and their higher councils, both to make use of these Houses and to make sure they stay in line. But politics requires a certain amount of cynicism to be effective.

The north is not going to be in any way shape or form civilized enough to have a functioning government.  The Starks will be lucky to have rule over the north.  The only Stark who may survive till the end is Rickon.  Well, Bran too, but he will be half-wood by then.  Arya and Jon will either be ice wights or direwolves.

by having in mind that I think Rickon will ultimately become Lord Stark unless Bran comes back and claim that title, Jon and Sansa will be his regents, closest advisors and allies . as for others , Manderlys , Glovers , Umbers , Karstarks under Alys and Magnar of Thenn will be Starks' most prominent councilors .

There's also the Skagosi to consider. Houses Crowl, Stane, and Magnar will support Rickon especially.

Should we also look at houses outside the North? I can guess several Vale houses will back up the Starks (i.e. Arryn, Royce).

The last holdout of overt* Stark loyalism even in the face of certain defeat was House Blackwood, if I remember rightly. Alas, they're not in the North and will probably be cut off from the Starks again once the dust has settled.

But given that the Tullys have already willingly subordinated themselves to the Starks once in the course of this war, if an eventual Stark lord/king did attempt to reclaim the Riverlands he would probably be pushing at an open door at least as far as the Riverlands themselves were concerned (other neighouring kingdoms might not tolerate it).

*Covert Stark loyalism, of course, remained prevalent across much of the North.
