He could have sent half of them climbing up the Wall at a hundred different spots, there’s no way they’d all be kept back. Once enough warriors climbed to the top, close in on Castle Black from both sides while the raiding party hits the castle from the south. Then you open the gate for the others to get in. He was doing this to negotiate. Mance doesn't want to kneel. He wanted to come in strong and place himself in a position to negotiate better terms. His horn is probably fake.
