In real estate way of valuation.  The North has little value and less to offer.  Except when winter hits and the more productive and populous lands need a buffer zone against the White Walkers.  The Starks would be idiots to want independence.  A land covered by ice and only has one port will be a dead zone rather fast.

Well the North and the Stark did pretty alrigth for over a thousand years on they're own.  The White Walkers would be a problem but since they seem to appear every 8000 years of they are defeated then the North is pretty much ok on its own.

The Starks will side with the White Walkers.  The WW are not necessarily a threat to the Starks.  Like the NK of long ago, Jon, Bran, and the rest of the Stark brood will sacrifice to the WW.
