George has indicated that they believed very strongly, and they seem to have some evidence, that your blood, your "genetics", had an impact on your ability to control dragons or perform magic. The Valyrian appearance is a marker, an indicator that you have the potential because you are a descendant of Valyria, but just like all genetic traits some things appear and some things don't in any particular generation.
