There is a concrete plan, Oberyn was integral to it but fucked up by getting himself killed, then he let Arianne in on the plan and she convinced him to keep it going and they're running the Oberyn part through the Sand Snakes.

He is, but the issue is that he claims to have some elaborate scheme for revenge even though he did nothing to effect his enemies' deaths, a pretty basic part of a revenge plan.

It's too late for that. Due to his inaction everyone else in Dorne wants war and Doran is not in a position to refuse them.

Something that nobody should forget.

Take the origin story of the master hacker Root in Person of Interest. Root, originally named Samantha, was a teenager who watched her friend Hannah get kidnapped by a respected man in town who murdered Hannah. The librarian forced Samantha to stay quiet... but she didn't. Two years later, Samantha hacked a drug lord's accounts and wired them to the murderer so that the drug lord thought the man stole from him. Murderer gets whacked in the street and for the next 20 years until Hannah's body is found, Samantha sends a copy of Flowers for Algernon, the book Hannah borrowed from the library that day, to the librarian to remind her of what she allowed to happen.

That's what an actual revenge scheme looks like. Not whatever Doran's doing. And in modern times as well. Doran has far less restraints placed on him and he still can't do much.
