How Culpable is Daenerys in the Death of Viserys?

I don't see what more she could have done to save him. He did it all by himself. He should have stayed with Illrio or kept a low profile. But it was not him. For his sake, she may have pleaded insanity to Drogo, but he would not have listened or care. It is not Dothraki to be kind with weakness.

But once it was decided, she just watched, as if it was not her brother but a stranger of no import. It would make no difference. She lives in a terrifying world. She sees much death. It is not surprising. It only means she has become a very hard person.
