I'm a little confused why you said the road to hell was paved with good intentions with regards to this moment though. You could say that any time a character does something good and it doesn't work out well.

because despite her good intentions it was an innately terrible idea

If she didn't confine them you'd be complaining she took no action to prevent further tragedies after Hazzea's death. Daenerys did what she could short of killing the dragons, whom she views as her children.

A dragon is no child's toy. She should've trained them properly. There's a series on that she can watch. Well, that is that she could've watched if Andals had not behaved like the medieval catholic church for thousands of years and allowed technology to develop. Westeros has Planetos' first university, you know, they had it for thousands of years, probably long before the savages called Andals even learned to carve upon their own flesh, let alone read and write.

How is she supposed to do this with no guidance?

And in all that time before the Andals came the First Men failed to upgrade their bronze weapons. The stagnation is not the fault of the Andals. It was present before they arrived.

bronze is bronze, once you can use iron you get steel then increasingly better steels

the Andals not improving is far more indicative particularly as huge cities like Oldtown should be leading the charge

All the more proof of First Men being far more peaceful then Andals. Sure they conducted war against each other, but they didn't try to get better ways of killing eachother.

I really doubt that, given they were divided into numerous petty kingdoms and fighting each other when the Andals arrived.

The Andals did improve though, they went from Iron to Steel, whereas the First Men were stuck with Bronze the entire time.

But the whole stagnation/lack of technological progress I think is more to do with world building than it being anyone's fault.
