It's a terrible penalty, but if you step up and take a penalty in the last 5 mins of a world cup quarter final, you can miss by as much as you want. He did his subs late in the game but Saka, Foden and Bellingham weren't having bad games, and at one point it looked like England were going to score the 2-1.
