Why didn't Tyrion eliminate Janos Slynt?

So in ASOS Tyrion IV, Tywin, annoyed with the neutrality of the Night's Watch, suggests appointing Janos Slynt at Lord Commander as an ally to the Lannisters. Here, Tyrion thinks he should have Janos killed when he sent him up to the Watch like he did Allar Deem.

To that point, why didn't Tyrion have Janos killed? At that point there wasn't anything stopping him from doing that and it wouldn't have been a stretch of the imagination if Slynt fell overboard in a storm, which is what indeed happened to Allar Deem.

Sending Janos Slynt to the wall was wrong to start with.  Janos was not a good man but neither is Bronn.  Janos did as he was told by the Lannisters.  Sending him to the wall is poor return for his services to his family.  It's bad already.  Tyrion had no grounds to have Janos killed.  

One of the principles of the game of thrones is rewarding those who are loyal, useful, and worthy of trust.  Janos was all of that to the Lannisters.

I wouldn't trust someone who turns at the drop of a dime and leads people on a child-killing massacre.

Because he’s a good friend to Jon. He may as well have gift wrapped Janos with a tag on his neck saying “open here”. It’a not Tyrion’s fault Jon was part of a botched ranging and got the gift in an inappropriate time, although Tyrion could’ve sent a raven ahead saying “dear friend Jon, I’ll cut it short, here’s a gift for you, I expect you’ll cut it short as well wink wink”

Tyrion was never a fan of those loyal to the Lannisters. He knew that given the choice between choosing to serve him and betray Cersei or vice versa, he would serve Cersei and got rid of him, just like he did Pycelle. And besides it’s his way of keeping his promise to Mormont by sending a “Lord Commander” of their own to the Wall. It would be pointless to kill all seven of Janos’ group when you can at least let the Wall have some of them

It could have been any number of things (more likely a mix)

Slynt loves a bribe and lannister/lf gold..he clearly likes the finer things in life thus a one way  trip to the bleak north  for such a nasty pampered scumbag may have amused tyrion's sadistic streak

He keeps saying he has friends in court..this may be true and affect any punishment..tyrion new to the hand role may have baulked at being too heavy handed to someone well connected

For all intents being sent to the nights watch is pretty much a death sentence anyway..you swear an oath and never come back

 

Finaly and the strongest one is tyrion genuinely wanted to help the watch , he got on well with some of its men. Slynt for all his flaws can read and write, will have basic arms training and most importanly handled the day to day running/logistics of a huge force himself...for all his flaws he could be an asset to the watch if he tried
