He was also assuming the worst from Tyrion at every turn, even to the point where he practically tells Tyrion to his face that he believes Tyrion is guilty, long before the trial even began. And keep in mind, he can only believe this because of Cersei's accusation, a woman whom he knows full well has been sleeping with her own brother. And he also didn't tell Tywin about that either. People like Kevan because a) by Westerosi standards he is virtuous and therefore is spoken of well by other characters and b) his direct interactions with other characters tend to reflect reader opinions: he is sympathetic to Tyrion, recognises Cersei for what she is, deals with the problems facing Westeros sensibly, etc. But he is also Tywin's right-hand man and complicit to some extent in most of Tywin's greatest crimes (even if they are not always recognised as crimes IC).
