What was Joffrey's tax policy ?

What do you think was Joffrey's tax policy ? We never hear of it in the series

one off plauge tax to deal with all the huge rat increase in KL since someone mysteriously shot at them with a crossbow

True, we never get Joffrey's personal view on taxes, but there are reasons for this:

1) Joffrey was a child. For the entirety of his reign he had a regent whose function was to think about this on his behalf (though a better regent would have been training him to eventually take over).

2) Joff was a bad king. Even if he had lived to adulthood and ruling on his own behalf he wouldn't have given much thought to taxes and would have thought himself above such matters.

What we do get in the series is a lot of consideration about taxes from King Joffrey's government. The dwarf's penny and other taxes discussed by the Small Council *are* Joffrey's tax policy. We don't need to see a literal king give a Budget Speech for George not be a hypocrite about not seeing Aragorn's tax policy.

I'm not quite sure about his tax policy, but somehow I feel that had he lived to adulthood (or just a bit closer to it) he may have tried to implement ius primae noctis (prima nocta).  I mean, it was only a matter of time till he hit that level of hedonism, right?

Well in that case it would be Cersei's tax policy.

It was probably a continuation of whatever Robert's tax policy was.  I don't recall hearing anything about it either.  In any event, it wasn't Joffrey's.  He hadn't the interest, ability, or power to devise one.

All we know is the dwarf's penny (tax on whoreing, blamed on Tyrion). Prices skyrocketed during the War of the Five Kings, so either they had a lot of inflation and kept the tax rate the same, or adjusted it to match prices. Or maybe they demanded more taxes to fund the war and ignored skyrocketing prices (seems like a Joffrey thing to do).

Perhaps I am mistaken, but I thought they increased taxes on the Riverlands.

Did Joffrey ever do any actual governing? We see a little bit of it at the end of the first book, but he mostly just had two people fight to the death, to settle all disputes.
