My first attempt at  my new hobby, modelling,

I've got human models at 25mm to 28mm models, a scale rate 1.60, does anyone know how i work out how what size to attempt to build a model Harrenhal?

I can't even find measurements for Harrenhal so may even change location!

Harrenhal at that scale would be huge.

Some folks did some size estimates for Harrenal in this thread. You're probably looking at around 75 acres total, which means that you're still looking at over an acre footprint of model: about 50,000 square feet. That's a lot bigger than most people's gardens, let alone houses. So unless you have access to an aircraft hangar, it's probably not feasible to build the whole thing in 28mm scale.

While it would no doubt be awesome to behold, you're probably better off choosing a smaller castle to model!

When referring to an area, you have to divide by the square of the scale, so 75 acres on a 1:60 scale is about 900 square feet. Still larger than anything i'd want to build.
