Okay, not the borrowing from Crassus perse, but spending much more money than he has. He sees it as an investment. And he does fail to persuade the senate after the Catiline event, but that's depicted as a rabid Cato screaming for blood and convincing the others, whilst Caesar was the voice of reason who was sadly and tragically ignored.
