Basically you start up an empire, build it up then some overpowered/immortal douche bag suddenly turns up and reduces everything to cinders - repeat cycle for millenia lol.

For example, we recently had one of the Malazan ancient dragon-Tiste try to destroy Lether because he is mad at their distant ancestors...I bet it happens a lot.

Yeah, it seems to be typical situation in Malazan world. It is very high magic and therefore unstable environment. It doesn't look like there were any exceedingly long periods of stagnation. Civilizations arise and develop for some time, then, bang!, some magical disaster comes and everything returns to the starting point. In fact, futility and endless repetitiveness of history seems to be one of the major themes of MBotF as a whole.

seemed relevant when I saw this on slashdot:
