When Tyrion asks Tywin if he did not see fit to make him even a small dagger, Tywin says there wasn't enough steel available for three weapons. It might be that he melted Ice to make the two swords.FYI, I just finished the Red Wedding chapter, just so you guys know how far in ASoS I have gone so far.
