I would put my bets on Mace Tyrell, that's the opportunity he's been waiting for. And, by marriage, he actually is related to the Lannisters. If not Lord Tyrell, then Margaery. No they dont have to be blood related, remember that Ned was to be appointed Regent to Joffery by Robert. I'd be very surprised if its not Mace. With Kevan and Pycelle dead, and Harys Swyft sent to Braavos, there are only reachmen in the small council. And he also has the largest force in King's Landing currently. Cersei Lannister - Don't think she cares much about the governance of the realm anymore, she tried to be regent and failed. I think she's focusing on her vengeance against the High Sparrow and anyone who wronged her. High Sparow - He might make some trouble and try to establish theocracy with small success.
