What makes Varys such an enthrawling character is that he is unfathomable and extremley hard to comprehend and figure out. I very much doubt GRRM will give away his motives. The thing about her was that we didn't know if she was a liar like Littlefinger using tricks and her influence, to "play the game of thrones". Or If she was saying the truth all along, and does not know that much, and her faith and magic are real...I the end it was the second case.. If it were the first It wouldn't be good to have her made a POV as we would know her deceptions, but as she is in truth "Ignorant to the game of thrones", as she is just a tool of Rhallor, and all her mistakes were not lies, but in truth missinterpratation of what she saw in the fires. For this reason it was ok to make her a POV now we know she is honest and good in her on way, she does what she think she must to save the world.As for Varys we know for a fact that he is playing the games of thrones, true enough not for himself , but to get the Targeryans back to the throne, and to make a peacefull kingdom.. we know his motives, but he knows to much of the game, we would know all his schemes before he made them.. In addition, just because we would know his schemes and motives doemean he would be any less compelling. If anything knowing could actually make him more compelling because we could decide whether he is worth rooting for or whether he is one of the bad guys.
