A couple factors go into figuring out how much they can pay, and how big of a name they can get.1) How significant is the part?2) How many episodes would they be in?The more significant the part, the more they can pay, but only to a certain extent. If Ned would have survived the first season and been in the series for 5 seasons or something, then there is zero chance Sean Bean would have been cast as Ned. It was just 9 episodes, and it was a huge part. Those two attributes made it possible to go after a really big name like Bean.For major characters that are in multiple seasons (such as Catelyn, Cercei, Jamie, Littlefinger, etc) they can go after well known actors, though not actors as big as Bean as #2 is a restriction. For 2nd tier characters that aren't in that many episodes, they can go after somewhat bigger names (if they think it worth it). Can't think of anyone that falls into that category.Shavepate is a 2nd tier character that is in multiple seasons. That means they'll be going after a relatively unknown actor to play him.
