Let's go with Jaime's wench's number and say top 15?Yes, a Top 15 is better, even if I'll probably have to put characters that I just don't like very much in the top 15 too.Petyr says he would vote Dany #1, not because she isn't complex or a big part of the story, but because he doesn't like her.Personally, I judge characters mostly by literary standards.
