The girl says she's to get married to Ramsay Bolton who has just been legitimised by a decree written by Tywin/Kevan and signed by King TommenBut Jaime's POV doesn't say whose idea it was - was it Tywin? I guess it could be Petyr's idea, but i'm not sure why getting Bolton as ruler of Winterfell would work in Petyr's favor. However, this dude is slicker than black ice. Who knows what Petyr's plan is--he gives new meaning to playing the long game. He's obviously setting himself up to somehow be king--I've just no clue how he plans on doing that.
