Whose idea was it to send a fake Arya to Ramsay Bolton?

Just read Jaime's chapter when he

sends the fake Arya on her way North with a Bolton escort. The girl says she's to get married to Ramsay Bolton who has just been legitimised by a decree written by Tywin/Kevan and signed by King Tommen

But Jaime's POV doesn't say whose idea it was - was it Tywin?

I think Littlefinger's. "A girl who could play Arya Stark" is a very specific order, why would Tywin even consider it? Whoever invented that scam, must have already had known of Jeyne Poole, and I very much doubt anyone had mentioned her fate to Tywin.

I have only just read the wedding of the fake Arya to this Ramasy creature. I do wish that Theon would have grown some and stabbed that Ramasy in the bollocks, but no.

Yes, I remember the first time reading that as well. Ramsay is the most monstrous character in the series, but try not to spoil things from later books

So it's Jeyne Poole that's the fake Arya?

I assumed it was either Tywin or Bolton's plan. I guess it could be Petyr's idea, but i'm not sure why getting Bolton as ruler of Winterfell would work in Petyr's favor. However, this dude is slicker than black ice. Who knows what Petyr's plan is--he gives new meaning to playing the long game. He's obviously setting himself up to somehow be king--I've just no clue how he plans on doing that. Maybe books 4 & 5 will shed more light on him in those regards.
