He has zero affiliation with the region and more importantly B. He's a sworn member of the kingsguard? Also ned goes on to say he will succeed his father's role as warden of west anyway... How? I mean barring tywin screwing with the system for the benefit of house lannister how is it possible for him to succeed that role either as a member of the KG?
