Since Rhaegar was always sure in his prophecies (despite being wrong every single time), it would not have occured to him that he might get a Visenya with some specific... equipment. In olden times, it was very typical to have three or four sons named Henry. Sometimes you got lucky and the fifth Henry lived past childhood. Rhaegar's Aegon was not lucky enough to be the fifth Henry but then, Rhaegar did not live long enough to know that his first son's name was in dire need of being repeated.
