Couldn't a wise Lord build river boats and things and encourage merchants to transport goods down the Blackwater (faster and easier) and then into King's Landing? Perhaps they only use ships to fish and/or control the lands around God's Eye, but I'd say that trading with King's Landing would seem a logical thing to do. Twould be silly for harren to build a castle with no sea access though Well I don't think that common sense was very high on the list of reasons Harren the Black had to build Harrenhal. As far as your original question is concerned, the biggest trade cities in Westeros (Lannisport, Oldtown, King's Landing, Gulltown, etc.) are all located directly on the sea. I could see Harrenhal as certainly being a hub for trading of farm goods but see it as having limited reach (especially when it comes to trading with the Free Cities) due to not having a direct access to the sea.
