Aerys Ahai Reborn
I think that citadel vows ties him more to obey to the NW's Lord Commander, and surely aren't about helping dragons ^^But I get your overall point, and given that Aemon is a very atypical maester (he rigs the Lord Commander's elections, insults Tyrion and generally act not exactly totally-into-serving like) it seems plausible that his "breaking the vow" comes because of a broader perspective.I wonder if that's all or a sort of familiar bound was involved... (I mean, Dany is his last and only known relative :))But what did the LC command him to do? To get out of the reach of Mel, to go with Samwell to Oldtown, so Sam can become a Maester and learn more about how to defend against the Others. Now if Aemon all the sudden has new information (about Dany, possibility of being TPTWP/AAR) and is out of reach for new commands from the LC, what is Aemon supposed to do? I think he needs to judge the situation for himself and obey his NW vows to "guard the realms of men." And going to Dany provides the best way for him to help "guard the realms of men."But well yes, I think it is a combinations of his duty to the NW and him wanting to help his last known relative. I mean, he knows she isn't just TPTWP/AAR, she is also the last of their dynasty, and bringing her to Westeros sure would help against the Others, but it also helps restore their dynasty, something I'm sure would bring Aemon a little joy.
