Why is Ramsey Snow a character?

If Theon and Ramsy happened during ASoS, I'd agree that this points to them being relevant to the endgame. Butt GRRM's writing became less focused in the last two books and it is possible that he "merely" included it for the themes and because it was easy to write (the latter inferred backwards from the high quality of those chapters).

I disagree because of what Ramsay did to Lady Hornwood. That was quite early on, and the fact that he didn't get smacked down then illustrated the vulnerability and weakness of the Starks with just Bran and a castellan.

Yes, it's because of Theon's redemptive arc, but it's also to show that Ramsay is not a good successor to the North. Roose's sociopathy is colder, more calculated. He's harder to dislike. So he needed a dislikable heir.

He is Roose Bolton's evil "Igor" that does the dirty work. Roose and Ramsay have been a distraction in the series, giving some of the Stark kids time to grow up before they return. Rickon seems to be the one the North will rally behind, thanks to Davos, Manderly and Glover and most especially Osha so do not worry, Ramsay and his Daddy are as good as Fu---d.
