Ramsay's Penguins
http://awoiaf.westeros.org/index.php/Daeron_Vaith http://awoiaf.westeros.org/index.php/Daemon_Sand Ok, no Dayne. I am not renowned for looking at the wider picture of things :P As for Myrcella, it is almost certainly a Lannister name, not a stormlands name. We have Cerenna, Myrielle and Cerelle Lannisters, and they are all similar to Myrcella. Every major family has their naming conventions. Woman of the Stormlands include Brienne, Shyra, Cassanna, Mylenda and Jocelyn. So it is possible, but that is over the entire stormlands, while it is a very distinct Lannister name. So once again, I say Cersei.
complexphoenix
In AFFC Jaime specifically says, in his thoughts, that Cersei named them. He thinks of them as "the three treasons Cersei named Joffrey, Myrcella, and Tommen."
