Rickard Stark wanted the increase the influence of The North down south of The Neck. People in King's Landing (and the south in general) viewed the North as a backwater country bumpkin region. Rickard fostered Ned to the Vale, bethrowed Brandon to Catelyn Tully and Lyanna to Robert Baratheon hoping that bring a Tully north and sending Starks south would help to integrate the areas. The idea of fostering is a little like being a squire, you stay with another family and learn their ways. It builds friendship between the houses. Petyr Baelish was fostered at Riverrun for a time.
