Presuming what was shown in the show is the same in the books, is it possible that, if not all WW are men (the way I see it there would have to be at least one originally, but there could be more), could there be some kind of distinction between those who werent human once, and those who were, where the former get more power and play a bigger role in ruling? The Craster boys could just be a slave army like the unsullied. But then again, it's also likely that the Craster boys, being half human, may have other special skills like being able to endure a warmer climate than the pure WW, or being able to pass through the wall (?)
