I think that many lords grew concerned over Aerys and were trying to strengthen their alliances in order to protect themselves. The North, Vale and Riverlands did not seem to have many friends in KL. Hoster Tully was looking to protect the Riverlands which he knew would be vulnerable to any type of attack. With 2 older daughters, he was trying to create an alliance to his neighbors to the North and East, which is why he probably suggested the Cat and Brandon pairing, putting his daughter in line to be Lady of Winterfell. Lyanna and Robert was most likely by chance. Ned brought Rob to Winterfell and Robert fell in love. Rickard felt this was a good match simply because his daughter would be married to a great Lord, not a son or second son. Barbrey had to blame someone for losing Brandon, who she assumes would have married her if not for Rickard.
