Locke doesn't need to save the world or anything - this more a sequence following him as he struggles to survive, struggles with love, and screws over the rich and powerful along the way. In RSUS he hints strongly at events to come in the next. These hints mostly imply the bondsmagi - so there is some conflict coming there. More hints of Sabetha, and the reports are that she'll be in RoT - I also agree that she's the rose to Locke's thorn, it's really a bit too poetic to be any other way.
