Aeron Greyjoy is supposed to be a 'foolish' character, right?

After reading the books it seems to me that Aeron Greyjoy if much like some of Martin's other arrogant characters who think a lot of themselves but who are really just foolish. Nothing in his description, nothing he says and nothing he does ever seemed to work out to his advantage. He blusters a lot, but the people in power among the Iron Men seem to only humor him not heed his council.

He prays to the Drowned God, yet that god seems to have no power in the narrative compared to the Old Gods, The Seven, and R'Hllor. Aeron says the Drown god will never allow an non-pious man to sit the sea stone chair, yet one does. He plots to make ensure the Crow's Eye doesn't gain the sea stone chair, but yet his plot fails entirely .Even the nickname Martin gives his seems rather pathetic, "The Damp Hair". He seems to always be one step behind not knowing when Euron"Crows Eye" has returned, not seeing how Asha Greyjoy almost wins the Kings Moot, and failing to even see when Euron brings a terror weapon(Drogon Horn) to the moot.

So, has martin presented a character we are not supposed to take seriously?

The thing about Aeron is... well, his kinda touched.

I find his chapters amazingly well written, but they have this sort of intentional, overdramatic flair. This guy is very wrapped up in his religion, and can't really see the world the way everyone else is seeing it. It's not SO bad... there's others unable to cope much less than him... but it's enough that removes him from being a serious power player.
