I never saw Robert delegating any work (or matters of state to her). After Robert died, why do people still call her Queen Cersei?Because she named herself Regent? Ned was regent before Cersei, and nobody ever called him King Ned. Ser Kevan was Regent after Cersei, and nobody ever called him King Kevan. After Robert died, she pretty much stopped being a Queen, technically speaking. Being the King's mother doesn't really make you a Queen. From queen consort she becomes queen dowager (widow of the king) or queen mother (mother of the king). It doesn't have anything to do with her being Joffrey's regent, but it is usual for the queen mother to be her son's regent until he becomes old enough.
