Ruler: Robert Or Cersei

Cersei also allowed Barristan to be marginalized and no doubt this contributed to Robert's demise. She planted Preston Greenfield, Boros Blount and Meryn Trant on the Kingsguard, and prevented Richard Horpe (a Baratheon loyalist). Cersei no doubt made efforts to divide the 3 Baratheon brothers against each other. All to Lannister benefit.

Indeed I doubt that required any effort... ;-)

Not too much effort, to be sure. But having a wife who tries to help you get along with your family is normal, but I would bet Cersei tried to pour gasoline on every smouldering ember of resentment.

It's clear enough the Lannisters considered Robert's brothers a threat well before Eddard was even named as Hand.

Cercei is worse. At least Robert knows that he sucks at ruling so he leaves that to other people.

Yes, delegation is an important quality in ruling. Sanity comes handy, too :D

On a sidenote, you can't delegate power when everybody is trying to take it away from you, foes as much as allies. For example, Cersei did ask Kevan to be Tommen's Hand, he said he'd do only if she retired to Casterly Rock. The Tyrells would have kept on taking more, as Kevan himself observed in his epilogue.

Robert's people all wanted him in place... for a while.

Kevan knew that Cersei could not rule so wanted her away from KL. More importantly he wanted her away from Tommen before she turned him into another Joffrey which was what Jaime and Tywin also wanted and their fear wasn't unwarranted. She genuinely believes that Joff would have made a better ruler than Tommen.

If Cersei didn't do what she did, then Robert would be a half-decent king. The whole war was caused mainly by Cersei's actions. Sure Varys may have caused a war anyway later, but Cersei sleeping with Jamie, bringing up Joffrey, being responsible for Bran's fall and assassination attempt, killing Lady, assassinating Robert, attacking Ned and capturing Sansa were the things that caused the war. All the decisions that she took after she took power were amazingly fast at bringing the whole realm down (even Varys says so)... Robert's reign was fairly stable, Cersei managed to destroy everything in a matter of months while having all the requirements to make it more stable with the Tyrells.
