If he came back and the Lannisters were still in power, he'd die. Sansa is in hiding because she's wanted for being accessory to his crimes. She has no claim. The Rock is Cersei's then her childrens. Therefore, the rock goes to cercei and tomen is the heir (tho tommen would be king and would decide either Marcella is heir to the rock or tommens second son would be heir to the rock). If cersei is to lose her trial but tommen retains his kingship, then tommen takes over as lord of the rock with Marcella as his heir (or he could just give it to her). If cersei loses her trial and tommen is declared a bastard, then the rock is given to lancel (as the next male heir). But in the end, it all depends on who ends up on the iron throne. If it's dany, she might give those titles/land/income to a completely separate house...
