Gasp of Many Reeds
In medieval history, there are a few claimants who managed to sit the throne for some time but never were recorded by history as actual monarchs. All Hail King Louis the First of England! I mean, hey, can;t be worse than John the First. On a serious note, Mathilda, who Rhaenyra is somewhat based on, is rarely accredited Queen of England despite the fact she was in control of London at one point in the Anarchy. She was also driven out by popular unrest if I recall correctly. So maybe this real world inspiration determined how Martin first thought of how Rhaenyra would be treated in the Chronicles and it stuck.
