Dragon horns are a myth...

Going off the material in TPATQ, it seems the Targs (later Targs anyway) raised their Dragons from egg to mount and no sorcery or horns were used in the riding of them. We also have an account of a (possibly) non-Targ taming a wild dragon by simply feeding it and gaining it's trust.

But there were multiple dragons riders for the same dragon, but no dragon rider could bond with multiple dragons. So many Targs didn't raise their dragons from hatchlings.

The dragons that those Targs rode were domesticated (as much as one can domesticate a dragon) and were used to having a rider. This is presumably because they had been raised from hatchlings by the previous rider (or the one before that).

Maybe the horn ties the bloodline of the dragon who hears it to the bloodline of the one who blows it. So around three thousand years ago some Targaryen blows the horn. He dies, providing the sacrifice. That dragon and all it's descendants would then be bound to the Targaryens. The Targaryens then would have been practicing incest since to maintain control of their dragons.

That is a really interesting take on things. It wraps the incest and dragon breeding up into a nice little package... What a great thought!
