Jeor Mormont's purpose on the wall

Jeor joined the Watch about five years before Jon was born and became LC somewhere between Jon's fifth and tenth birthday. Earlier Lord Commander Quorgyle held command.

Presumably he left Bear Island because his wife died and life sucked. Jorah was old enough and as far as Jeor knew bright enough as well. Bad choice.

I think he stepped down during RR or before so jorah could become Lord of bear island

As I said, about five years earlier.

Early in Jorah's first marriage, before anybody knew about the fertility issues. Since that marriage lasted ten years and Jorah was a widower during Balon's Rebellion five years after Robert's...

Jeor is not "only" up there to take Jon under his wing. He is there because he bascially retired/abdicated to his heir early on, and because he was raised up to the position of LC because he was liked the most of his peers.

Regardless, we would likely find Jon groomed for command by any other LC for very believable reasons that are not limited to "the author needs to make it so". Showing favor to, at the time, a bastard son and future brother of the Lord of Winterfell is also a means of cultivating/maintaining strong ties with the Starks. Which is the very last and most significant political body that the Watch needs to rely on. It is not just that Jon appears to have the decent makings of a good leader, but also because he is someone that needs to be alive for a LC to rely on for such a connection. This is also why we see Jon sent to the Stewards rather then the high casualty Rangers.
